OYOWMA and the New Waste Management Operation

A New Architecture for Waste Collection in Oyo State
The Oyo State Solid Waste Management Authority (OYOWMA) is implementing a new waste management operation in partnership with Mottainai Recycling Ltd. The goal is to make Oyo State one of the cleanliest in the federation by ensuring healthy environments and preventing disease through effective waste management.
Under this new system, waste collection in Ibadan is organized into 11 zonal clusters, each serviced by licensed operators. The state has 14 waste consultants and over 190 Private Sector Participants (PSPs) operating under government revenue codes. Mottainai oversees a franchise system of Mottainai Accredited Franchisees (MAFs)—169 verified waste collectors who conduct door-to-door waste evacuation.
Technology and Cashless Payments
The new operation is technology-driven. Franchisee truck movements are tracked for better efficiency, and unique barcodes identify authorized trucks at dumpsites. All payments are cashless: residents and commercial operators pay via bank transfers, POS, or direct bank deposits. Bills are sent in advance, and cash transactions with waste collectors are not permitted.
Infrastructure includes 21 compactors, 3 Roro trucks, and 175 open trucks, with additional operational trucks provided by Mottainai to enhance capacity. Residential pickup tariffs have been kept unchanged with no increases.
