Enforcement Against Illegal Dumping in Oyo State

Zero Tolerance for Illegal Waste Disposal
Oyo State has intensified enforcement against illegal waste dumping. Under the Oyo State Environmental Sanitation and Waste Management Regulation, 2013, indiscriminate refuse dumping in unauthorized locations is prohibited. The Ministry of Environment and Natural Resources, together with OYOWMA and the Environmental Response Rapid Squad, are ensuring that offenders face consequences.
As of recent reports, the state has prosecuted approximately 750 illegal waste dumpers, 370 street traders, and 20 illegal Private Sector Participants (PSPs). Penalties include fines (for example, ₦30,000 for dumping on road medians), community service, and imprisonment of up to one month through the Environmental Tribunal Court.
Sealed Premises and Black Spots
Businesses that dump waste illegally risk having their premises sealed. In one reported case, a popular eatery (Calabar Kitchen) at Iwo Road was sealed after staff were caught disposing of kitchen waste on road medians. Nearly 1,000 environmental offenders have faced penalties through the Environmental Tribunal Court.
The state has also identified about 52 illegal dumpsites ("black spots") across Ibadan and begun clearing operations in areas including Mokola, Jembewon, Eleyele, and Old Ife Road. Keeping these areas clear is an ongoing priority.
