The Oyo State Environmental Sanitation and Waste Management Regulation, 2013 is the main legal instrument governing how waste is handled in the state. It prohibits indiscriminate refuse dumping in unauthorized locations and supports the mandate of the Ministry of Environment and Natural Resources and the Oyo State Solid Waste Management Authority (OYOWMA).

The regulation is part of a broader effort to ensure healthy environments, prevent disease, and move Oyo State toward being one of the cleanliest in the federation. Compliance is not optional—enforcement through fines, community service, and the Environmental Tribunal Court applies to individuals and businesses that break the rules.

Approved Dumpsites and Designated Collection Points

The regulation emphasizes the use of approved dumpsites and designated collection points. Waste must only be taken to locations authorized by the state. Dumping on road medians, open spaces, or waterways is illegal and subject to penalties.

Residents and businesses are required to use approved waste collectors—those licensed and registered under government revenue codes, including the Mottainai Accredited Franchisees (MAFs) and other licensed PSPs. Engaging unapproved operators undermines the system and can result in enforcement action.

Open Defecation and Broader Sanitation

The government has also warned against open defecation and indiscriminate disposal of any kind. Proper waste disposal is a collective responsibility.
