The Ministry and OYOWMA Vision

The Ministry of Environment and Natural Resources and the Oyo State Solid Waste Management Authority (OYOWMA) are working toward a simple but ambitious goal: making Oyo State one of the cleanliest in the federation. This means healthy environments, disease prevention, and waste managed responsibly at every step—from collection to disposal and, increasingly, to recycling.

The new waste management architecture—with Mottainai, 169 accredited franchisees, 11 zonal clusters in Ibadan, and cashless payments—is one pillar. Enforcement against illegal dumping, sealed premises, and clearing of black spots is another. The Oyo State Environmental Sanitation and Waste Management Regulation, 2013 provides the legal backbone. Together, these efforts form the basis for a more sustainable path ahead.

Recycling Plants and Stronger Institutions

Studies and policy recommendations point to the need for dedicated recycling and treatment facilities, more approved dumpsites, environmental specialists, and proper landfills. Stricter enforcement of environmental laws against indiscriminate dumping remains a priority. The conversion of Awotan Dumpsite to Awotan Landfill and plans to prioritize recycling are steps in that direction. The ministry intends to transition toward formalized recycling systems and to keep strengthening enforcement and public enlightenment.

The Role of Every Citizen

Sustainable waste management cannot be achieved by government alone. Citizens and businesses play a crucial role:

  • Register with approved waste collectors (PSPs/MAFs).
  • Use only designated collection points and approved dumpsites.
  • Report illegal dumping via the Report page or official channels (0700 080 0700, WhatsApp 08181900004).
  • Avoid open defecation and indiscriminate disposal.
